China has been experiencing rapid economic development but many people in remote areas are still living in poverty due to the geographical constraints of their region and other factors. Numerous damaged school buildings are still waiting to be rebuilt. The aim of school rebuilding is to improve the learning environment of students.

• Donations to school rebuilding are used solely on designated and complementary projects. All administration costs will be raised from other sources of donations. Volunteers and donors are responsible for all costs incurred in site visits and opening ceremonies.
• School rebuilding projects will be complemented by our other service programmes, such as teaching equipment improvement, washroom set up, street lighting set up, school building maintenance, senior secondary school student sponsorship programme.
• Design quality of the new school building will be supervised by our appointed accredited architects in Hong Kong who will provide technical advice and help review the design.
• Procedures of all projects and activities (e.g. visits and donations) must comply with the Law of the People's Republic of China on Administration of Activities of Overseas Nongovernmental Organizations in the Mainland of China to protect the right and safety of donors and participants.

• Rebuilding main building or teaching complex, selected schools must have sufficient students and teachers and proof of sound operation.
• A need for rebuilding: the current school building has been listed as a dangerous building of grade C or above by China’s Education Bureau or the existing school building is too small to accommodate current students or fails to meet other teaching needs; AND local government got no sufficient funds to support the rebuilding projects.
• The rebuilding project has received support from government officials and government matching fund.
• The school can provide a detailed proposal for rebuilding, covering project scope, development direction and urgency etc
• Upon completion of the rebuilding project, follow up projects (e.g. student sponsorship and poverty alleviation etc) have been planned to serve the area of the rebuilding site.

• Area of the rebuilding site and project costs have been changing over time. Starting from 2015, the scope of rebuilding project (main building and teaching complex) ranges from 1200-1500 square metres, while construction cost is around RMB1.5 – 3 million (figures for reference only).
• Sponsorship amount for each project is around RMB250,000 – 500,000, accounting for part of the total construction cost. The remaining costs are to be borne by the local government. Proofs on formal government approval on the funding and official receipts of actual payment must be provided.
• The rebuilt school building shall be able to accommodate 200-600 students, equipped with washrooms, staff rooms, enclosing walls and playgrounds, while all classrooms shall be fitted with blackboard, lightings and new desks and chairs.
• Rebuilding projects shall finish in 9 to 12 months, building and construction plans shall be designed by local building design authority in compliance with the design requirements applicable to the area and the national anti-earthquake standard. The project must go through formal tendering process.
• Upon completion, the rebuilt school building must be issued with certificate of compliance from the authorities concerned. Schools in areas having frequent earthquakes, such as Yunnan and Gansu Provinces, must comply with the national anti-quake standard.
• A provincial or city level authority which does not derive any benefit from the project will be invited to supervise the project and follow up the project quality and progress.
• Donations will be paid in 2-3 instalments after volunteers have done site visits to assess the project progress.
